She wants to come home but she doesn’t know how to. She was spooked and she doesn’t know how to find her way home. You are definitely following every lead.

Have you tried contacting local animal shelters, Humane Society, etc.? Possibly check with the city/county to find the best leads for missing pets? Everyone providing insight is basing it on what they are seeing at the time. The situation could be constantly changing.
