Why doesn’t my boyfriend of over 5 years want to get married?

My boyfriend says he loves me and wants to spend the rest of his life with me but he doesn’t want to get married. After dating 3 years he asked me all kinds of questions about what kind of wedding I wanted, where do I want to go on a honeymoon, would I keep my current last name. I thought he was going to propose. He didn’t and now after being together over 5 years we broke up. I want to get married and he doesn’t. He was texting me and asking how he could fix this and I suggested couples counseling. He won’t go to counseling because he says he doesn’t see how it will help. My question is , why doesn’t he want to marry me? The reasons he gave me all sound like excuses.
